XRP longs bullish consolidation throughout 2018 and 2019?

Is this chart of XRPUSD longs bullish? Given the price decline during 2018 and the bullish pattern on longs it seems that accumulation was taking place all that time.
Is this going to finally break the roof and head north? What do you think?
