Silver

2 kind of strategies are possible. Trading it can come a little more down to 15,00/10 (may be little more) and than up. Or u make a physical investment now. cause silver will go up till 20/21 USD for me in the next time.
Also the COT-Data are ok for this move i think. But thats only my opinon and no trade advice. Good luck.
