Bearish Gartley Pattern In DXY

A bearish Gartley pattern has developed in DXY-on a four hour chart.
The Ichimoku Cloud is positive, the trend-line is positive, but the alligator, vortex, and phase energy are all negative.
The Fed is meeting today...Will interest rates remain on hold?
