$SPX vs FED policy cicles

I was reading this article on FED's policy since the 90's
forbes.com/advisor/investing/fed-funds-rate-history/
and plotted the policy cycles against the SPX chart.

I've used lower bound values to mark rates and calculate the difference resulting from policy changes, however when the lower bound was moved to or from 0, I've used the higher bound instead for % calculation (market with *).
