Every time we use the price on the leap year.

The New ath is the December month from the 2nd year
Every 4 years we have a leap year. and the price pumps 100% from the range where the leap cycles starts
2008-2011
2012-2015 100% 2013 new ath
2016-2019 100% 2017 new ath
2020-2023 100% 2021 new ath
