This is not a shorting opportunity. I know you're looking to buy at the neckline. Ofcourse market is likely to come hit the neckline but you won't find opportunity to enter the market, rules aren't going to satisfy when the rule are satisfy it will already in nekcline. I feel bad for people who sell blindly.
